MEETING MINUTES OF THE
LAKE WYNONAH MUNICIPAL AUTHORITY
May 2009A regular meeting of the Board of The Lake Wynonah Municipal Authority was held on May 19, 2009 at the Lake Wynonah Municipal Authority Business Office Building, South Manheim Township, Schuylkill County, Pennsylvania.
Board members present at the meeting were Jim Ridderhoff, Tom Nagle, Dennis Scharadin, Jerry Weiss, and Phil Cotroneo. Also in attendance were Dave Bright (LWMA Engineer), Mike Stewart (American Water Service), and LWMA attorney Joe Zerbe.
Jim Ridderhoff called the meeting to order at 6:00 p.m.
The minutes of the prior meeting were reviewed and accepted by motion of Dennis Scharadin, seconded by Phil Cotroneo, carried by all.
The Treasurer's reports for March and April 2009 were reviewed and accepted by motion of Jerry Weiss, seconded by Phil Cotroneo, carried by all.
Mike Stewart reviewed his written report relating to managerial matters (submitted to the Board prior to the meeting) which addressed water and sewage operations. In water matters, he reported that:
In sewage matters:
- LWMA personnel are mowing the grass at the wells and the booster station. Walt Russell will continue to mow Well #8.
- Hydrant flushing is in progress.
- The security cameras at the wells had a programming glitch in the recording units that required reprogramming with updated software.
- The annual leak detection survey by Dave Bonkovich has been postponed because water production remains at very good levels.
Mike and the Board discussed what colors would be used to paint the large holding tanks at the sewage treatment plant and the two buildings. Alkyd paint will be used as a base for the holding tanks and, because it’s a shiny brown, no top coat will be used. The buildings will be painted a light beige or eggshell color.
- The white Mack sustained damage to the main driveshaft, the PTO driveshaft, wiring, and air lines when a universal joint broke while on route to the plant after a pump. The truck is now operational.
- Five tires were purchased in order to pass inspection for the red Mack. One steering tire and four drive tires were replaced at the state authorized price.
- The plant and dump station were pressure washed inside and out in preparation for concrete repairs and painting.
- The screen drive gear reduction unit at the plant was removed and sent to Kohl Bros. for repair. This part of the screen drive was not part of the rebuild that was done in 1999.
- Dave Meyers will install a timer relay to correct problems with the automatic gate at the plant. Dave was given a copy of the schematics and a sketch of what was to be done. This should eliminate the problem with the gate not closing when it’s raining.
Mike elaborated on the screen drive repairs and explained that one of the gears in the gear reduction unit started grinding. He said it should be back online in a week or so. The screen drive picks up debris at the tail end of the sewage processing. Jim asked if the broken gear impaired operations; Mike said no.
In legal matters, Joe Zerbe said routine legal matters, such as lien satisfactions and lien filings were addressed. He said the only unusual item that came up had to do with a previous employee’s worker’s compensation claim. Jen said she just received notice that the recent penalty petition claim filed by the employee was withdrawn, so the matter is closed. Joe mentioned the letter the LWMA received from South Manheim Township indicating it had no objections to the LWMA changing its name, and he said a resolution would need to be adopted by the LWMA Board if Wayne Township also approves.
In engineering matters, Dave Bright said he had nothing to report. Jim asked if any anything had been received by office personnel from Blue Mountain Cable (BMC). BMC was to submit plans for attaching a tower to one of the LWMA’s water tanks in order for Dave to review them. Jen said nothing had been received.
It was acknowledged that the 2008 audit report from Jones & Co. was received.
It was noted that Mike submitted a list of planned projects for 2009. He and the Board briefly discussed painting the well fences and other options to improve the aesthetics of the well houses. Replacement with plastic covered fencing and replacing the barbed wire along the top are considerations.
The LWMA’s Sewage Management Program (SMP) was discussed at some length to try to determine a solution to the lack of flow of information between the LWMA and the townships’ SEO. Problems were identified, but no concrete answers were forthcoming. Mike said he would speak with Wayne Bowen.
There being no further business, Dennis Scharadin motioned for adjournment, Jerry Weiss seconded the motion, carried by all. The meeting was adjourned by Jim Ridderhoff at 7:00 p.m.
